Location: Remote (with 5-day in-person TOT in Jakarta)

Background
Kolaborasi untuk Edukasi Anak Indonesia (KREASI) is a programme aimed at accelerating literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia.
The programme is implemented by Save the Children in partnership with the Ministry of Primary and Secondary Education, Ministry of Religious Affairs, Bappenas, and the Mitra Pendidikan Indonesia (MPI) consortium. It is funded by the Global Partnership for Education (GPE).
KREASI works in the following districts:
- Kalimantan Barat: Kabupaten Ketapang, Kabupaten Kayong Utara
- Maluku Utara: Kabupaten Halmahera Utara, Kabupaten Pulau Morotai
- Sumatera Utara: Kabupaten Nias Utara, Kabupaten Nias Selatan
- Lampung: Kabupaten Tanggamus, Kabupaten Pesisir Barat
Objectives of the Assignment
This consultancy is to develop two integrated Policy & Budget Advocacy training modules for the education sector under the KREASI programme.
Strong preference for consultants who already have ready-made training packages on decentralized budget and policy advocacy that can be adapted (not starting from zero).
Key Deliverables
1. Advocacy Training Modules I and II
Two 2-day modules:
- Module 1: Education Sector Budget Advocacy
- Module 2: Education Sector Policy Advocacy
Each module includes: training guidelines, session plans, worksheets/handouts, trainer slide deck, and pre/post-test.
2. Advocacy TOT Training Module
One 5-day Training of Trainers (TOT) module for Master Trainers to prepare District Trainers.
3. Co-lead TOT in Jakarta
Co-facilitate the 5-day TOT in Jakarta on 8–12 June 2026.
4. Final Report
Short 2-page report with summary and recommendations.
Required Qualifications
- Advanced degree in Public Policy, Education Policy, Development Studies, Economics or related field
- 8–10 years experience in decentralized budget and policy advocacy
- Existing training materials on decentralized education budget/policy advocacy (highly preferred)
- Strong experience in designing and delivering Training of Trainers (ToT)
- Deep knowledge of Indonesia’s district planning and budgeting (RKPD, Renstra, APBD) and education policies
- Fluency in Indonesian and good command of English
- Excellent facilitation, writing and analytical skills
